in PAF Licence and charges
The Royal Mail have chosen to implement
significant change to both the licensing and pricing of “PAF” which will effect
all users of such, with annual change to 1 September 2009 from when completely
new licensing and charges will come into effect. In broadest terms licensing
will move from “Fixed price per User”, with “System licence” for 20+ or
Web and availability of “Multiple System Licence”, to costs related to
the number of “Users” i.e. “User based costs” (banded) with no upper ceiling
and “per click” Web use, with a number of other usage types charged similarly.
The Royal Mail advise factors behind their decision include:
· licensing which is
fairer to “small users”, they believe “large organisations” were previously
favoured
· belief that changing the
licensing structure will create a fairer approach for all users
· their assessment that
the changes will be overall “+/- 5% revenue neutral” to the existing market

relevant price changes come into effect on the renewal following the September
above.
Note to our clients: We have been involved in considerable time, effort and communication
with Royal Mail throughout and since their “consultation” period, expressing
our views as to proposed changes and that which is being implemented; including
their abolishing “System/Multiple System” licences. As you would expect we have
worked on behalf of our clients and will continue to do so, equally we have not
taken this complex uncertain period as reason or opportunity to unilaterally
increase our charges (though resultant cost increase will be passed on, just as
the benefit of any decrease will be). As always your views are most welcome and
